The Rock, as it is often called, contained a facility which houses the 269th Marine Expeditionary Force. (Starbase Phoenix's marines complement.) It has recently been outfitted with a prison facility. The 269th set up an outpost on Starbase Phoenix.
The prison facility shall hold some of the most villanous criminals known to the delta quadrant.
